Well, it looks like PCNA finally came to their senses and are about to issue a voluntary recall of:

"10,300 U.S. and 455 Canadian 911 Carrera and 911 Carrera 4 vehicles [that] fall within the scope of this campaign.  Also, a total of 779 U.S. and 65 Canadian 911 Turbo vehicles are affected"

I continue from Dealer Notification W301:

"In order to avoid such faults arising, the engine wiring harness of affected vehicles must be inspected and checked.  Depending on the results of theses checks, the wiring harnes may then also need to be replaced."

Please note that the notice only says affected 1995 and 1996 cars without mention of a VIN number cutoff or a build date cut off for affected harnesses.  Your dealer should have more information from a "Technical Information Bulletin" available from the E-DCS system under the heading of "Service Actions".
