Easy way to do that is to go to ustrace.com and give them the VIN.  In return 
you'll get the owners name, address and phone number.  It will cost you about 
$30.  I have used them and been a very happy customer.

I believe that only about 35 states release the motor vehicle information ,
others including California determined that providing address information
was dangerous in a world with even a few stalkers and car thieves . See a
nice car get the VIN # , order a key from the dealer get the home address
then go get the car ........basic plot from the movie "Gone in 60 Seconds "
