Check both sides of the fuse (test light or meter on each the two little metal tabs in the face of the fuse to ground). If both sides show 12 vdc, check on the red wire at the heater switch. If you have power here, check for power on the green or the yellow wire going to the relay under the seat when the switch is activated. If there is power here, check for power on the black wire to the heaters coming out of the relay under the seat when the switch is operated. Lack of power indicates a faulty component.
