I had similar difficulty with mine, and had to make a special tool. I took an appropriately sized flat blade screwdriver, and using my vise and torch, SLOWLY bent it (about an inch back from the tip) into a right angle. Perhaps this is similar to the seal extractor tool you purchased. I used another screwdriver as a small pry bar to hold it against the seal. This allowed me to get much more leverage on the seal when prying. I mangled up the old seal pretty good, but who cares, as long as you don't harm the shaft or the block. As I recall, I think I started by taking a small punch and carefully indenting the side of the seal. This gave me a place to grab it.
